I think one of the reasons people leave progressives is that they feel trapped with a lousy team and don't want to sir around 2 1/2 months waiting for the next draft, perhaps losing constantly for a full year until turning things around.

How about this.

We start with 12 teams in 1901.  Once the draft is done and the season begins, we start drafting 1902 - not waiting until 1901 is over.
The 1902 draft order would be random.  Once that season starts  we wait a couple of days then start drafting 1903.  The daft order for the first few years will be completely random.  However if you pick 1st, 2nd, or 3rd you are automatically 10th, 11th and 12th the following year.  Once a full season is in the books, the most recently completed season will be used for the next draft.

Drafts will be structured so each new season will begin every 54 games.

You will be part of a veteran 15 season league in the time it normally takes to play five. 

No DH, no clones, No AAA, trades are find, stadiums must have been in use at the time and are first come first serve.
