Okay, here’s how the drafting of Free Agent players is going to go:
 

If your team’s winning percentage is 621 or higher, they get one Free Agent;
If your team’s winning percentage is between 589 and 620, they get two Free Agents;
If your team’s winning percentage is between 553 and 588, they get three Free Agents;
If your team’s winning percentage is 552 or below, they get four Free Agents.
 

The draft will be started by the team/owner with the lowest winning percentage in each division and wind it’s way up.

 
There is no reason for any of these short drafts to be held up by anyone for any reason (barring emergencies) so I’m instituting a 24-hour rule. Once the draft begins, any owner who takes longer than 24 hours to make a pick can be skipped. Since we’re doing these drafts in “thejuice6’s Theme League Draft Forum”, sending someone a proxy should be a piece of cake. Again, if you can’t make your pick on time, send someone a proxy.

Are we picking either the 1999 or 2000 seasons of players.  I thought 1999-2000 was technically the 1999 season?

no..both kevin browns are available...
in addition you can draft both 99 and 2000 players from your team

Then, I'm confused about which D-Backs team I picked.  The 1999 version, or the 2000 version?

You picked both.  When you make your team, you can use players from both seasons. And you can use the same player from both seasons, if you want (that's called a clone). I will be cloning Chipper Jones and Andruw Jones, etc -- putting both their 1999 season and their 2000 season on my team.  There might be a Diamondback player or two you want to do that with, too. 8-)

I have to say that I'm surprised the first 2 picks went with pitching with all the fantastic offensive players available. Unfortunately, my offense is very, very solid while my pitching blows. I'd really have loved for one of the KBs to fall to me. It kills me I can't take advantage of the offensive choices but I need 2000 Mike Mussina P   Orioles.

There are some others who hit even better in absolute terms, but I'm going with the one that I think gives me the biggest upgrade and at a position where there's not as big a supply.  Not sure I'm right, though:
