I was the only school being considered by this player for the first day+. I got a scholarship message saying - 

Coach, you've sold me on Hamline! Unless something changes between now and the signing period, you can count on me playing for you next season.

Last night at 2 AM, I got this scholarship message - 

From the little I know of Hamline, it seems like you have a nice program, but honestly, I can't give you an answer yet. I just don't have all the information I need.

OK, so another school came in, and I'd have to battle for the guy; that's fine. But right now he is no longer even considering me! Is that how it is supposed to work?

If the other team greatly  outspent you, they can knock you off his list.  If they're from a higher division, it requires even less effort on their part

Same division, less prestige (though it is close) and he has only two open scholarships, so I don't think he could have outspent me by *that* much. Any idea what factor of outspending we are talking about? 1.5x? 2x?

Depends on how much effort you put in initially. If he was considering you with minimal effort, he could have just put in 2 CV and knocked you off the list.
