One of my leagues had an owner take over a semi-competitive team, this owner had 2 previous seasons. He made 6 trades in his first year, many of which werent in his favor. When we started to question what he was doing, he stated he was rebuilding and "Would be in it for the long haul"
He left the league after one year, and having traded away a vast majority of his talent, my question is. If a user signs up with another account he would have to use a different email address. So how can you prove that this user colluded with another?
Does WIS track users IP addresses?
The commish of the world should do some screening of incoming owners before allowing them in. Screening can take many different forms, but what I typically do is:
1) Look at the track records of the owners in other worlds. Do they tend to stick around, or are they "one and out" owners?
2) Browse through the World Chat of the worlds the potential new owner is currently in and look to see if there's any problems there that he is in the middle of? If he's a "bad apple", something might jump out there.
3) Most important: get references. Find other owners that you know in worlds he's either currently in, or has previously played in, and ask them: "Is there any reason why we might NOT want to let xxxxx into our world? If you don't know any owners in those worlds, send a sitemail to the commish.
