I have $15M in Int'l Scouting but $0M in Adv Scouting. When I see an Int'l prospect(before signing), are his projections based on my Int'l scouting budget or Adv? I know that his projections after I sign him will be based on Adv $$(and so not accurate), but will his projections be more accurate before signing due to the higher Int'l budget, or is the Int'l budget just for finding prospects?

You should assume your projections before signing are substantially more accurate than what you see after.
