When do practice time / in-season player improvements end? Is it after the last regular season game? After the conference tournament? Does it matter if you win/lose in the conference tournament?

Yes, player gains for every team cut off at the same point of the calendar, even if your team was eliminated from play 1-2 games/days earlier.
