You are correct that W-L record doesn't matter. You're mistaken that a player's price is based on their W-L record to any extent. WIS does a decent job pricing guys. They heavily weight a players ERC#, and add in their defensive value and a couple other minor things.

I would not describe the extra cost associated with good-hitting pitchers as "minor."
