I don't know what else to call it. There is a trade block where you can obviously place players who are available for trade. But what about making a player unavailable, or off-limits to anyone else. For instance, there might be a minor league prospect who you don't want to move under any circumstances. Someone who you will not include in any package for a ML player. If you could add that prospect to some kind of "off limit list" then they wouldn't even be visible by other owners from the trade proposal page. No other owner could submit a proposal that included that player.

Or, you can just say "No, thanks".

No player should ever be completely, 100% off-limits.

Limiting your options is never a good idea.   If some dumbass insists on sending you offer and offer for a player you don't want to move, tell him "no".   If he insists, block him.   He won't be able to send you offers.
