Disagree. Your not necessarily behind, but your definitely not ahead enough to make a decision. I've had players sign near the end of the recruiting period after having got that message and putting in no more $$.

I am assuming you are in a recruiting battle? I have received the same message from recruits no matter if I'm in a battle or the only one going for them. If he is a pulldown, he may just be waiting a few more cycles in hopes of a last ditch better offer.
