You're right to note that it would be nice to know whether 1's per is high/high. Because I think the current 16 ath/29 per advantage (and despite the current 6-point speed disadvantage) makes it likely he will better offensive scorer despite the high per for 1. Question is, of course, how much you value bh in scoring. I don't know, I would take 3. I think he'll be more ready to play at a younger age, he'll be the better defensive player, and he won't be a significantly worse scorer.
Then again, if you're looking for a PG, take 1 no question. But I do disagree to some extent with bow that a 70-75/90-95/60 guard playing man-to-man in D1 is adequate. "Turnstyle?" No. But he will get used by Big 6 guards, in my opinion.
Again, my take is that you can always stay in the game with an upper-tier defense. And one of the major contributing qualities to that is ath, which necessarily means you will have that on the offensive side, too. Again, just my opinion, and I haven't played mid-level D1 in awhile, so maybe my opinion means nothing. But I doubt the engine (although more difficult to recruit etc.) is different in D1.
