Pitches affecting Overall rating Topic

This may be old news to many of you, but I found something interesting while looking at a career minor leaguer.  I noticed this player's current OVR was GREATER than his projected OVR.  Granted, it  was 51 vs. 50.  I was curious at why this was, because I had never seen it before.  Well, because he's 28, all of his projected ratings were the same as the current ratings...  except for 1. His 5th pitch was projected at 16 when he currently doesn't have a 5th pitch.   

I thought this was interesting and thought I would share. It makes sense that if you have a really bad pitch that it would be better not to throw it at all. So there's some threshold that HBD uses to say that a pitch adds value to a player's OVR and anything below it hurts his OVR.  Any idea what that number would be?   Also, HBD's OVR is clearly not perfect, so what are your values for each pitch that you consider add value, neutral, or begins to hurt a pitcher?

I think the point where a poor pitch is considered worse than no pitch at all (according to WIS) is somewhere in the 25-30 range.

Personally, I try to avoid pitches less than 40.  Above 50 adds value, particularly when you're talking about P4 and P5.
