If two teams set the same budget for, say, high School prospects, do both owners see the very same group of players?

Think of it as a probability sliding scale, both for number of prospects seen and accuracy of projects. At 20M, I will see almost all (but not all) prospects and have very accurate projections (provided makeup is okay, no injuries, etc.). At 0M, I will see almost no (but some) prospects and have very inaccurate projections.
