How high of a Player Ratings wise can I recruit?

there is no short answer that is very complete. A general short answer would be 1 - 2 star.

Same question, same coach ratings but with a C- program? and without getting a backup option message?

Maybe the low 40's or upper 30's with a C-, being able to recruit straight up. that's just my best guess, could be wrong
