We've just rolled on a new season.  At the end of last season, another fellow from my division released this guy: http://whatifsports.com/HBD/Pages/Popups/PlayerProfile.aspx?pid=2963439, who I picked up, because I thought that at 327k, he could be a useful guy to stash in AAA for emergencies.  But right now, at the beginning of the season, he has come up on my arb board. 

So what's going on?  The previous owner had signed him to a $2.3 mil contract, but I'm only paying the 327k portion of that after he was being released.  But now HBD tells me his arb value is $2.3mil.  If I don't release him, will I suddenly be on contract for his whole salary?

If he's on your arb board, he is not under contract.  He can be released.

Are you sure you're looking at the current season arb list, not S24? The player Vaughn is on your salary list and the former team's salary list just as he ought to be. There was no contract option, so you should have him this season for 327K, with the Crushers paying the rest. I think you're good... but you might send a ticket just in case.
