I can not seem to fully figure out ML options or this is a glitch I have this player

who I added to my 40 man in season 21 so he had the following options - year 3-21 2-22 1-23 0-24
he's never left AAA so I would have thought I had to bring him up in the current season (24) but it never made me it just let me leave him in AAA and on my 40 man roster.
I also have this player in a separate league but exact same situation:

added him to my 40 man roster season 20 so his options are 3-20 2-21 1-22 0-23  We are in season 23 I brought him up for a short stent when rosters expanded last season now I can't send him to AAA bc he is out of options.  So what am I missing, surely it's not bc I left Kyung in my minors that should have no effect on his option status.  

For the 2 players in question I could really care less about, BUT I'm trying to figure out how I need to treat players in the future I have a P who still has 1 option year left and he really wouldn't get the playing time he wouldn't really help my starting rotation this year but my guys are aging quick so if I'm going to have to bring him up next year I'll move a pitcher and insert him into the rotation so I don't lose a half a year of free production, however if I can bring him up after 25 games next year I wanna wait.  Hopefully this makes sense anyways, I would like to know if I'm overlooking/missing something   

Yeah, it shouldn't work that way but it does - as long as you never call a guy on your 40 man up, you can keep him in the minors indefinitely even if he's out of options.  It apparently doesn't do an option check at the beginning of the season.

That seems like a pretty significant glitch, yeah I just noticed  Hardball Dynasty – Fantasy Baseball Sim Games - Player Profile: Orval Fischer on a team I just took over he's been in the minors and on the 40 man going on his 5th year this year.
