I recently recruited a decent guard with okay potentials, but his 23 WE scared me. I decided to just redshirt him, of course he didn't like it and his WE dropped to 11.

Should I keep the RS on him and just deal with it and hope theres a chance his WE climbs back up?

Take it off and it'll go back to normal.  You can keep him out of the lineup entirely and keep trying it to see if he eventually accepts it (although the WE drop will increase).  I wouldn't suggest keeping it on and letting him stay with an 11 unless you're fine with his skills as they are right now.  They'll improve some, but not that much.

Dont let it go to 11.  23 is improvable, 11 is really really low.  Its easier to improve skills from 30-70 than it is from 5-25 or 75-95.

Just keep trying to redshirt him. Dont play him at all during the exhibition games and he might be willing to accept it later.
