there is a tiny loss at 0. no doubt about it.
the simple reality is the rate of improvement and decline are very closely linked. players have an improvement curve, from their starting point to the maximum. as you get higher, improvements (and declines) get smaller. when you get the maximum email, is the rate of improvement truly 0? nope. there is about a point left. similarly, the rate of decline is not 0. but it is very small
for the average player. a year of 0 practice at the capped message results in roughly .1 point lost. so if you have anything else you can improvement in, may as well go with 0.
in fact players with maybe 1-2 points to go, still many practices from their maxed message, should all be put to 0 if you have significant gains elsewhere -as you will still see maybe .25 decline for a year of 0 (and probably less, i am erring on the side of caution).
to the person who lost a grade of ft at 0 - no doubt - it is guaranteed to have happened by now, pretty many times. but i wouldn't take it to mean anything. say you hit a higher grade at 77.0%. some players max is going to be 77.05%, just like any other value. well, if you take that player, max em, and practice 0 for a year - you may see the decline - but don't be fooled, your new lower-grade player is maybe a 76.9% ft shooter now, and you would never notice the difference if not for that displayed grade change. its not like the guy lost a couple % .
