Does anyone have an idea on what to expect in terms of range of improvement for player potential for High, Average and Low?

Low=0-6, Average=7-20, High=21+. That can then be further broken down by the messages received from scouting trips.

Yep.  There are 2 categories of high that can only be revealed by scouting.  21-28ish and 29+
