Hypothetically,  if you were a low-prestige school and a transfer with 3 years of eligibility expressed interest in your school and has a rating of 125+ higher than you normally could recruit, what would you do?  How many schools do transfers contact?  What would be the chance of a low prestige school with a big wad of cash would be able to land such a recruit?

usually it's a regional thing, meaning the kid contacts schools near his hometown.  I've never been sure if it's all schools within x miles that he sends the same generic message to, but he's definitely open to your advances.  Of course, if he's too good, then he could simply be a mirage for a low-prestige school if a bigger school also close by wants him.
