If someone says they are still deciding if they are going to college or now, does that mean there is no chance they accept and I need to offer more money, or that I just need to wait it out and see what happens.

Don't offer more money unless he asks for it. Just wait, eventually he'll either a) sign for what you offered him, b) decide not to sign and go off to college or c) ask for more money to sign, then (more than likely) sign when you offer him the new amount that he asked for.

Just offer what they ask. They will either accept, raise their demands, or go to college. You can only get a type D pick if they decline the original offer.
