When developing a prospect ALL that matters is maximum playing time/ip. So even if you plan on him being your BL closer one day, you still want him at Setup or even long relief in the minors just to ensure he logs the most innings possible.
My experience is that Setup B guys come in when the game is not very close or the Setup A guys are resting/fatigued.
Someone may have a better answer, but that is what I have observed...
The first part of this is untrue. There are other factors that matter in development, especially Pitching Coaches (or HC for hitters, obviously) and Training Budget. Put him at a level where you have your best or close to best PC.

My statement taken out of context is wrong, sure, but addressing his question it is dead on.
It doesn't matter where you want to play him in the bigs, get him as many ip as possible. Which is why I satated such in my reply.
That was the point and it is 100% factual.
And what makes you think Training is relevant at all?
Besides the obvious reduction in injuries and down time associated with it, training plays no role in development that I am aware of.
