*very occasionally the kid will pass the SAT between the time you promise and the time he reports, making him eligible and you then have to deal with the promise.

Definitely. I use it quite a bit, but sometimes you get bit in the a*s.  And if he doesn't show up (generally doesn't if you put that liitle effort in) no harm done, you still get the cash!
