The supplemental round gets reordered once draft lists become available.

Supplemental round picks are not "first signed, first pick".  I believe it's based on previous seasons record, and then sorted such that if you have multiple supplemental round picks they are grouped so that everybody's first pick goes first, then those who have second picks goes next, etc
