Took over a team and had to replace eight SR's. I took some gambles and only recruited 4 players so I'll have 4 walk on's this year. I'm not used to having a walk on but if I remember correctly I think having more than two hurts your team. Should I just give two scholarships and drop them next year?

No...the penalty isn't that bad.

If you plan on moving up, rescinding two scholarships can limit your options. Plus you won't get recruiting money for those two spots next season. I wouldn't sign them intending to cut them.

i definitely would not worry about the practice planning aspect of not having 10 scholarship players. ive had it happen to me SO many times when i was really not playing my teams, and a handful of times when i was, and really, its not a big deal. it will hold back your team a little, sure, but that has nothing to do with practice planning. your guys will go up maybe a point or so less in some categories, but i bet if you looked at a 4 walkon team improvement section, you wouldnt even think anything of it (without knowing they had 4 walkons)

your fishies will be playing more and getting some serious minutes if you have 4 walk-ons.  I honestly think it would cancel out the penalty, and you'll still get some super primo development.  In your situation, I'd just let those 4 start and play them 40 minutes a game :D ... you'll have a solid core to build on, and when they're Jr's - Staten Island should be legit
