When I am doing my initial screening of recruits and projecting them to seniors, I figure +5 for a red number, +15 for a black number, and +25 for a blue number.  Of course you can adjust this after scouting reports reveal more about potential, but I have found these additions lead to pretty accurate projections.

For a recruit with high-high potential, what is the absolute minimum growth you would expect?

I usually go with a pessimistic approach to estimating growth to senior status so as not to overestimate anything, as follows:

Red: 0 (Zero growth)

Black: 10 points

Blue: 20 points

If I know for sure they are high/high, I assume the minimum 28 points and hope for more.

By doing things this way, I don't have to worry about being surprised and angry - instead, I'm usually surprised and thrilled if things don't go as I expected.

I do this as well.  Low expectations lead to pleasant surprises.  The same method can be done when reading books, going to the movies, etc.  I think it should be the 11th commandment.

I'm pretty close to this as well..

Red-0 (I usually put 0 into red categories and boost blues)
Black -12
Blue - 23

Then high-high - 30

I hate that method, it WAY undervalues high potential in recruiting.  Seeing a big man with 35 LP and high-high potential and signing him in hopes that it gets to 90 is how you find the real gems in recruiting.
