If you are getting the 8M figure from the budget page, you'll need to actually go to the coach page and add them up and see how close you are to 8, as the budget page rounds.
If you end up having a little room then you can pick up the A level coaches at minimum sure. But if the returning coaches are really more like 8.2 or something then you'll obviously need 9.
