Recruits considering 1 SIM - sign right away? Topic

Hey - quick question.  If there is a recruit with one SIM considering, will he sign right away with that SIM once the signing period starts?

Not necessarily.  Some will but some won't.  Not sure if there's a way to tell who will sign (maybe a strong WOTS message, perhaps?).
