Is it possible to redshirt a player that you have promised a start to? If so, what are the likely consequences?

As long as the player hasn't played a minute in the regular season, they can always be redshirted.  The likely outcome, however, is a drop to 1 WE and a likely transfer after the season

I had a player that I redshirted despite his objections. He dropped to a 14 WE and stayed there for all 4 years.

It's been awhile but I almost never offer starts. I probably offered playing minutes, however.  I was just surprised that he held a grudge for 4 years. Even when he became a starter, his WE stayed  at 14.
