How many times does an ineligible take the SAT? Topic

Does anyone know the number or is it totally by random?  Also does the number they need to hit to be eligible stay the same or does it also fluctuate.  Thanks if anyone knows.

I dont think the number he needs to get varies that much, but I have not tracked it.
