Arbitration question Topic

If you have a arb eligible player that goes to arbitration once and then bounces around AAA/ML for the next season, never accumulating another full year of service will he go to arb again or does he have to gain the full additional year before qualifying for arb?  One example has 4.055 service time and has been to arb once.  Will he go to arb the next two season regardless of additional major league time?  Does every player remaining on a roster go to arb three times consecutively unless those years are bought out or can you delay 2nd/3rd time arbitration by leaving a guy in the minors?  He's super marginal anyway, but would like to understand how it works.  Thanks.

I'd like to add another question to this - if this kind of player goes to arbitration anyway, does reducing his role (or burying him) reduce his arb demands?
