Okay, you're really discussing two separate issues here.
One is the tendency for divisions to have all the good teams/all the bad teams. This happens in the SIM, but ultimately you gotta play the hand you're dealt, in general -- these can happen in real life too. It happens less in real life because the divisions are the same year in and year out, and there tends to be more parity in general.
More scheduling ideas are, in general, always a good thing if they can be pulled off. I would be in favor of more scheduling options. This said, I have to surmise there are bigger priorities.
The other issue is the issue of the cookie-dominated Open League. Every version of the SIM, there are players that are better buys than other players. As such, the only way to avoid the onslaught of cookies and the rise of a metagame is frequent updates -- this resets what the "cookies" are when they are abused, and we all know the issues with THAT these days. Or, just play theme leagues. I haven't played in an open league in years.
