So I was kicking around this idea in my head for a new progressive and I think I finally have all the details hashed out. One of the major sticking points with leagues that I've run have been getting all the owners to post their rosters so we can get the next season's draft started. Hopefully this idea will cut down on that a bit. The rules of the league will be as follows.
 
1) You may only have players on your team who had at least one appearance for your team.
2) All players in the WiS Database is available (1885-Present)
3) The very first season you may start a player at any point in his career. From Season 2 on, when you draft a new player you must start with his first WiS Season.
4) The same player may be on more than one team (if they were all drafted at the same time by teams they played for.)
5) There will be no offseason draft, you just post your roster and list any cuts\additions for the next season and then we're good to go. Because of this format the first few seasons you may choose not to make any changes to your roster other than advancing all players forward one year in their career.
6) This will be a 30 team league with each owner controlling two teams, one AL, one NL.
7) There will be an initial draft for franchises, the first round will be random, the second round will be reordered based on your first pick on the chart below. The lowest ranked team selected will be the first to pick their second franchise in Round 2 and on.
8) When you decide to cut a player he will be blacklisted from your team only for a period of seasons. Any expansion era teams from 1961-Present blacklists for 5 seasons, Non Expansion teams blacklists for 10 seasons.
9) Trades are not allowed.
10) Players will advance one season at a time through their career. Any player who is missing a WiS season will skip over any missing seasons and go to the next active season.

This is the chart showing the number of players available for each team, the franchise's winning percentage (through the end of 2013) and how many franchise wins they had. The formula to calculate the second round of the draft will be based on overall winning percentage times the number of wins. This will put the more successful teams at the top, but not put a team like the Arizona Diamondbacks who have been relatively successful in their short time playing too high on the list.

I hadn't thought about that. Usually don't have salary caps in my progressives but we might need one in here. I'm open for discussion on the topic.
