'bout sums it up.

I'll try to be as "kind and gentle" here as possible although I certainly don't feel like it! It is widely known the CS here is non-existent;they might as well save the money they waste on paying these refugees from the knitting circle. This is far from my first incident and everybody has encountered the "blind and deaf" attitude;it doesn't take long for that to happen.
My current issue is that I agreed to be a replacement owner. I know I'm getting a free team here so they need not fall over themselves for me but they deny there is any need for a replacement after the commissioner sent a ticket requesting it. What's worse than taking? AWOL owners who just disappear,don't respond to a sitemail from the commissioner,leave the whole organization inadaquately staffed,nave only 3 starting pitchers and all pitchers at zero fatigue.
Some of our league members are saying there is a rule the owner has to be gone 14 days before he can be replaced. I'd love to know if this is true or not. If it is,that's completely stupid as it means the team is going to sit idle about 40 games and we can't do anything but watch this unnecessary disaster. It's clear they have no intention of doing anything about it.  The team I tried to take over has now lost 20 straight and they are all football scores,which is to be expected.The AWOL owner here missed the entire pre season which pretty much destroys everything. Furthermore,stats for the season are distorted which screws up the league all season and next season as well. Players will get awards they don't deserve;the effect is the same as steroids. Owners will be unable to accurately judge actual player values. The only remedy I can see is to look at performance prior to this season and that's not very reliable,either.It is already too late to save the team I mentioned but I told the commissioner I'd hang in there for now,at least(the exact opposite of what the AWOL owner did.)
Looking at the big picture,an Arizona fall league would help for owners not in the playoffs;cut down the eternal waiting between seasons;that's why I took the team in the first
place. Secondly,get rid of coach hiring;it seems universal amongst owners that it's a waste of time. I spend as little as possible on it because of that.
What I would like most of all is for someone who knows to tell me whether or not there is such a rule as the "40 game wait."

Yes. An owner must be AWOL for two weeks before they may be replaced.

Sometimes real life gets in the way of HBD. If an owner had a real life issue arise and were replaced immediately (however you define that) WIS would create even more trouble for themselves when the AWOL owner came back only to find the team he paid $25 for has been given away. 2 weeks may seem like a long time, but it has been the standard forever and really isn't a big issue. 

I'd encourage screening owners beforehand to avoid these types of issues, but alas, the base is shrinking and worlds are FAR LESS picky and just want to get playing rather than waiting awhile for solid owners...

Thanks for your answer even though it wasn't what I hoped to hear. I don't advocate rushing to replace and I think all the leagues wait something like 5 days before they even think of moving that direction. I don't want anyone replaced when RL is the cause and they aren't able to do anything about it. Myself,I go to the library if I have to and sitemail the commissioner about what's going on.

hotdog it is always that they can't get to a computer there are plenty of other real life issues that get in the way.
