I am looking to trade for a player who is arbitration eligible but we haven't reached arbitration yet, so he is showing a salary of 0.  Can I still trade for him before arbitration begins?

Yes.   But I'd find out what he wants in arb and either A) let the other owner arb or B) get it done before arb is over.

Thanks for your help. So if the other owner accepts the proposal before arbitration and the trade is not completed before arbitration begins, what happens to the player?

It will still go thru.  You just won't know how much he will cost you.   That's pretty important.
