So on a kid I am trying to pull down, I am now getting positive feedback from the assistant in the ST evals but still can't get him to accept a HV.  I assume this means I am getting close to getting him pulled down?  Do I need to throw a couple more STs at him or just keep trying HVs?

No, send STS until he considers you, you won't need HVS, unless someone else is in the picture. You pulled him when he is considering you. In DII, I needed 31 once. So the thing is you go : STS X 10 + scholarship, you check the reaction... if it says close, you could go 5 the next cycle. If you feel it's not in the bank, go 10 STS again... repeat until you see considers you.

Sometimes the guy is pulled down and not considering you, it's not very often though.......if he's local, I suggest using the ST's until he considers you, if he isn't try the HV's 1 at a time, if he rejects them all, try some more ST's, I usually send batches of 2 after the first 10.

Just a thought, but you might have already done it:

Did you get confirmation to begin with that he was willing to be pulled down by you? If he's not, nothing you do will pull him down.
