Against one of a higher division? For example can a D2 team beat a d1 team for a recruit if they invest more money and guarantee playing time?

Very tough if you are battling another human coach. It can be done battling a sim, but before you sink some money into make sure of the WOS if he is very tight or a high priority you may want to move on.

Also, you're going to want to have a scholarship advantage

DIII can beat DII many times.

DII over DI not unless the DI coach does not care.

This...D3 can win vs. D2 if you carefully pick your battles and victims. 

D2 will seldom win over a D1 team, and usually without some caveat (like the D1 coach was only on the player as a back-up if he couldn't get the guy he wanted...the D1 coach had one opening and the D2 guy was filling six scholarships and didn't care if he took a couple walk-ons, etc.) it isn't going to happen.
