uptempo press can be great, but it is going to fatigue you significantly. you have to consider which team will get fatigued more, as a result of your uptempo.
also, going uptempo while pressing doesn't really draw fouls... its going uptempo INTO a press that draws fouls. i mean, uptempo doesn't draw fouls. but fouls have increasing marginal utility (opposite of diminishing returns), and press teams get in more foul trouble than most. for this reason, uptempo can be especially dangerous if you are the pressing team. if you are 5 deep guards and bigs, its a lot safer. i would be scared to run much uptempo press otherwise, personally. if you have that (or 4 with good stamina who don't draw lots of fouls even) uptempo press can be really powerful. teams that have shorter rotations in general or at certain positions can get in a lot of trouble, quick, you can push those teams into the deep oranges often enough to be quite powerful.
running uptempo into less deep press teams typically makes sense (depth = rotation + stamina, if you want to be picky throw in propensity to foul). assuming you have good depth, running against 10 man or less zone/man teams often makes sense as well. you have to be careful against zone teams in particular, but it can often work in your favor when they are short stacked, too. i would be strongly against running uptempo into a competitive zone/man team who has comparable depth. the only exception is with those no-3s mass foul drawing teams and maybe but probably not fb/press teams.
