For recruiting I know each cycle is 3 hours at 5 8 and etc but is a recruiting effort at 5:01 in the same cycle as one at 7:59?

Yes, it's the same.  

 Some coaches will recruit at 7:50 p.m., then again at 8:01 p.m. in order to do 2 cycles in a short time frame. Just wait until your messages arrive before you recruit the 2nd time.
