A scout can see a player and know if his arm is good, if he has a good batting eye, if he can run the bases well, if he has decent range. I never said the data a scout supplies for current ability should be 100% accurate, but it should be more accurate than what a scouts future projections are no matter what your advanced scouting budget is.
