Is Arbitrarion automatic?

By that I mean, as long as I don't release the player, or sign him to a long term deal, he will be offered arbitration, correct?

Yes. If you haven't submitted an arb amount by the end of the arb cycle an amount is automatically submitted. I think it's 80% of the player demand or of the average salary.
