What's your budget that you're seeing these projections through?
The durability can be a problem. To use him as a starter, you will need to keep his pitches per game down, probably in the 60-65 range if you want to try to have him go every 5th day, and even with that, he'll have to skip a turn in the rotation occasionally. So you're talking about maybe a 5 inning starter.
I've used guys like this out of the bullpen, but not with a whole lot of success.
You probably already know this, but the vsR is much more important than the vsL split, as around 60-65% of the hitters he faces will be RH. I'm assuming he's a LHP based on the high vsL split.
And you're right about the "meh" pitches. (87,68,55) would have been marginally better. Even an average 4th pitch would help.
