If a non-qualifier makes it campus, but hasn't qualified I know he will sit his first year. Can you redshirt them their second year and still have 4 years of the player left? I can't remember how that exactly works and has been a long time since I have tried.

You cannot R/S an ineligible.  If you keep his GPA above 2.7, he'll stay on campus for 5 years (unless he gets drafted, of course) and he'll show up as a SR/5 his 5th season.
