Sorry if this derails the OP's questions, but I see more little nuggets of gold here that I have questions and thoughts on :)
also, funny that this comes up when FINALLY there's a big update posted by seble, and it's about recruiting.
I rarely do the $110 special, even when I've been A+ (at levels other than D1, never been A+ there). To me, it leads to the problem of having a freshman start, which typically I don't want ... but looking through notes I've taken over the years, I suppose this is just to get considered, from there positive/negative effort and a redshirt can nullify that. Which is interesting. At high D1, sure you might want/need the 5 star kid to start right away, so the promised start could work.
I rambled on the dollar amounts per scholarship. To me I see those as what dev *thinks* a scholarship is worth. Obviously in the current system FSS and such eats into the overall recruiting/scouting budget, so it's not like you have to spend x amount to get considered or sign a kid. We all want to sign recruits as cheaply as possible, so $110 is the minimum and that makes sense.
I've never, or probably more accurately rarely, been in positions where I could or wanted to sign a guy as a priority without taking his future growth into consideration. So to me I'd need to have FSS to see if he has any growth, or send ST's to internationals. But I see a little bit of the cbg strategy maybe? get considered, at high D1 that often is enough, from there you can spend a little bit more to remove the implications of the start if you want, but I'm sure a good percentage of the time there is no battle because other coaches see an A+ with oodles of cash on the guys considering list.
I'll have to play around more with the start+scholly and see how it works out
