If I have a player who I have no intention of signing to a long term contract and I offer him the minimum in arb what will the sim assign as salary? Half-way between our asking amounts?

No, it'll agree on either your offer or his demand.  No in between.

In case you don't know, if you don't want to risk paying his offer (or if you don't want to keep him) you can release him from your roster before the arb process runs.
