Can some one explain why this guy has not improved at all. His make up at 85+ and he's only 20. He did not improve a single point for the last 3 cycle

His coaches, they've not been so good. AA's not going to be much better than HA, where HC had 66 IQ but no other rating as high as 50. The coaches aren't quite bad enough to be harmful, but they're not going to spur development.

HItting coaches ? But he's a pitcher ? I'm lost here

The player in question is a pitcher.  He's spent the entire season in HiA until he was promoted to AA earlier today.

The HiA PC had a pitching IQ of 60, which isn't very good.  Moving him up to AA, where he will have an 80 pitching coach, should definitely help.

It's not the coach.  Pitching of 60 with patience of 85 and discipline of 77 is perfectly fine to develop players in Hi-A, and other Hi-A pitchers on the same team are developing well.

In my experience about 5% of internationals stall out completely at age 20.  He's picked up a point or two this season in most categories but nothing in the last two cycles.  A clue to this was that his Spring Training bump was mediocre.  He probably has no more than a point or so left in all the key categories.

How much should one expect bump wise for the other 95% when a team has good BL coaching?

19 and 20 year old IFA's seem to have very little growth
