On the budget transfer screen it states that you must leave 6 million in your prospect budget or sign at least 15 players from the draf. What happens if I don't leave 6 million in my prospect budget or can't sign 15 players from the draft?

The transfer budget screen won't allow you to do a transfer that will leave you with less than $6m in the prospect budget before the draft, or until you sign at least 15 players after the draft.

But you can spend below that threshold before the draft on IFA.  There is no penalty for doing that, other than you might not have enough money to sign draftees.

If you can't field a rookie league team, SIMMY will take 1m from your Medical budget and sign the players for you.

It's a little bit of a loophole that I used in Foxx to get some payroll space.
