The easiest fix would be to have all EEs declare at the start of the season instead at the end. That way you would be allocated funds based on known available openings. Players leaving due to broken promises/not enough minutes are strictly within the coach's control so having those not known until the end of the season is fine.

I believe that the built in signing tendencies will make sure there is still top 100 available after EEs declare. There will just be a mad dash by teams who lose more players then they thought. As for Q2, i think the intent is that by that point some B+'s will have either signed most of his players or have a decent sized attention point/interest lead. But that is just how I am interpreting these changes.

I think we should will should still see exactly what we already do in the HD, if your part of the elite (like your GT team is) you will still get most every recruit you want regardless of when signings are. Since you tend to not get challenged you'll should still have more money than every once else in the SEC and lower ACC to contend on the best recruits. With the draft big board letting most coaches know what players theyll lose the adjustment in recruiting should be pretty easy to see the last 5 days of the conf season (seble said this is period1), I also would assume any battles will not be signed til period 2 unless the 1st coach has a major lead in recruiting during period 1.

This. There are some recruits who will not sign until the season on period. No matter how much you try, the won't sign in the first period.

But wouldn't that just make it more likely for top tier programs to identify/sign the best possible second tier prospects (i.e. those that could sign in the 1st period be that they're 4/3/2 stars) so that they could then go more heavy in the second period signings?

Also it would make it more likely that a top tier prospect that I've been sitting on since day 1 of the first period get taken away by someone who just got 3 EEs (and now has a huge monetary advantage)?

Maybe. If he saved enough cash to recruit in the second period. So maybe you take guys that will sign early. Seble said we will be able to tell things like that. (those preferences will be findable)

I think those preferences will be "findable" by the recruit's quick signing or reluctance to sign, not "findable" in any useful way.

I would assume "findable" to read something like this in a scouting report:
1. johnny 5 star really wants to take his time and explore all his options
2 tommy 2 star would like to find "his" school so he can hurry up and get on campus and get to work
