At D1 if a kid's overall rating is low enough relative to your prestige your AD won't allow you to sign him. The easiest way to determine if the AD will allow a signing is to send the kid a start and scholarship. If your AD is going to block the move you'll get a message from him within minutes (not the next cycle). Do the $110 first because the kid will generally accept all effort from you and you'll never get the money back for HVs, CVs, etc.

yeah, I had that happen last recruiting cycle in Knight. Actually turned down a player who was transferring from a D1 school and would've helped the team too
