I know the NTC usually is based off waiver position but in this case I am trying to make a trade and my waiver is higher than the team I am trading with which means the player should want to join but instead does not... Why is this ? It is still early in the season if that helps and somethings leads me to believe it has to do with current team overall wins

You're correct about the early season part. The Waiver Wire resets around game # 28; prior to that point it uses the last season's record.

Well that sucks because it's a merged world so there is no previous record

I've never experienced the merged world. Sometimes if records are very close the NTC will be invoked.
