Not sure. I do recall many kids becoming eligible in-season during 2.0. Especially at D1, I will put local targets in my recruiting list early in the season. Often enough, some emails will be sent that so-&-so has gained his eligibility. So, I don't think this has changed very much, but there is DEFINITELY a chance that a recruit signed "Ineligible" during the in-season recruiting session will become eligible before the end of the season.
So, without a change to the underlying logic, moving the 1st recruiting session in-season means that there is a substantial chance that your ineligible (whom you promised playing time & starts with no intention of following through) may become eligible after signing now. My guess is that there will remain very little chance of that once off-season recruiting session starts.
